The Hobby Area Management District is blatantly corrupt and mismanaged. We intend to remove this unelected taxing entity to end the business-straining taxes it imposes on our community.
We are circulating petitions to dissolve the Hobby Area Management District (HAMD). This entity is run by unelected board members who are allowed to allocate the funds from property assessments however they want. Unfortunately, they spend huge sums of our money on lawyers like Allen Boone Humphries Robinson and consultants such as Hawes Hill & Associates. With very little oversight from the city, county, or state, they are a separate entity from the city that collects their own separate fees.
According to Texas Local Government Code 375, the legal process to dissolve a management district is to collect petitions for dissolution from commercial property owners representing 2/3rds of the assessed property value of the management district.
Over 700 petitions have already been collected to dissolve the Hobby Area Management District. We are over 3/4 of the way to the threshold to dissolve the district.
Hawes Hill and Associates have been consultant for HAMD since 2008, and now collect over $175,000 a year in fees. Most of their contractual duties are contracted out to other entities, so we are not certain what exactly they do other than publish verbose reports and run the district's monthly meetings.
Hawes Hill and Associates are consultants to at least 25 other Management Districts, not counting the numerous TIRZs and MUDs they also administer. Many other communities have been dissatisfied with the way their management district is run, including businesss owners in Montrose, who pressured that Management District into dissolving in 2018.
